Draft Environmental Review for AC-2024-005
New Construction of Homesite Project


The Alabama-Coushatta Tribe of Texas is reviewing a proposed pro ject on tribal lands and has
prepared a Draft Environmental Review (ER) to evaluate potential environmental impacts. This notice
announces the availability of the draft EA for public review and comment.
The Alabama-Coushatta Tribe of Texas will use tribal funds to construct a new home for a tribal
member. The project will consist of the Tribal Forestry Department using heavy machinery to clear a
one-acre site of trees, tree stumps, debris, and underbrush. The Tribal Public Works Department will
establish new water and sewer lines, and Sam Houston Electric Cooperative will install electrical lines
(above or below ground). For future information, Eastex Telephone can provide telephone and
internet services to the new home.
The Tribe will hire contractors to construct a three-bedroom, 1800-square-foot frame house and a 20-
foot-wide driveway made of concrete or gravel on a one-acre site. The house will have a concrete
foundation and log siding. The proposed driveway will begin at FM 2500 beside the existing water
tower. The project is on Farm-to-Market Road 2500 behind the Alabama-Coushatta water tower,
94.7190°W, 30.746°N, ACIR, Livingston, Polk County, Texas.

Pursuant to the Council on Environmental Quality (CEQ) regulations, in accordance with the National
Environmental Policy Act (NEPA), and under the Alabama-Coushatta Environmental Review
Ordinance, this Draft EA serves as a concise public document that provides evidence and analysis for
determining whether a Finding of No Significant Impact (FONSI) is appropriate, or an Environmental
Impact Statement (EIS) should be prepared. The Draft EA presents the purpose and need for the action,
the proposed action, a description of the affected environment, and an analysis of environmental
consequences. No significant environmental impacts have been identified in the Draft EA.
The public is invited to review and comment on the Draft EA, available online on the AlabamaCoushatta Tribal Portal or at the Alabama-Coushatta Environmental Office. The public comment
period will be September 10, 2024 - October 10. 2024. Written comments must be received no later
than Thursday, October 10, 2024 at 5:00 PM. The public may submit written comments to
ienna.littlecharlev@actribe.org.
